css hangs

I dont know if its a bug or something else.
I have seen it many times at 0.9 and sometimes at 0.10 that the css hangs and the design crasch.
Not only on admin on the real site to.
It's does not matter if its on my server or on outher.

I could not rebuild it and its not continously but its sometimes there.

Yes, I get this too intermittently. Happens in both FireFox and IE on the admin console and on the main website.

I've have no idea why it happens.
