The right thing for me... ?!?

Hi there,
I'm really new in homepage design and cms. I'm not quite shure if cms is the right thing for me. But what I found out until now is, that its a really clever, useful language/system/or however you want to call it...
The thing I'm not shure in is, if I can use it for what I want to create. Because the design is really important, I would like to know, if you that it's possible to get a design like from following page: link
If yes, that would be really nice... if not I'll have to look for another language..
