I am currently redeveloping a website for a client. We have settled on a design (see attached pics of home page and sub pages)
My question is - will CMSMS handle this design?
How would I go about implementing this design in CMSMS?

Sure CMS Can handle this... have you looked in the showoff thread, there's lots of funky examples of what CMS can do. Basically, if you can design it in CSS and XHTML, then it can be done in CMS Made Simple.
Now for the qualifier.
To handle things like an associating an image with a particular page, you may have to re-purpose some fields when editing pages, like put the image name into the title attribute field for example, and thus perhaps sacrifice some usability stuff, but it's possible.
You'll almost certainly need to tweak your own menu manager template, but other than that I don't see much that would need customization.
