Can't see TinyMCE

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

Add me to the list where I don't see MCE either.

The only problem is that I do see the editor on the dev site that is a mirror of the live site.  I upgraded both the same way and of course on live version there is no editor but on the dev site there is.

Any ideas?
