How do I make a CMS site that looks EXACTLY like this one?

Is there a default template that would allow me to make a site that looks more or less like this one? (colors, menu structure, BLOG, a main page)?

I think he means the CMSMS site.

If you have Firefox with the Web Developer tools installed, you could just copy the code/style info from there, tweak it a bit and create a similar looking site.
