Problem with install on IIS

I tried to install cms made simple on IIS. I had a problem when the install was complete. I saw only ? symbols and configuration.php was still about 0 kb.
Then i tried to give some permission to that file and folder but it didn't helped me. Next i installed cms made simple on Linux server and tried to take that configuration, but it was crypet, also there were strange symbols.
What shall i do to install it on IIS?

Please tell more if you want help about this : which hosting provider ? which Linux ? which webserver ? is PHP working well ? is MySQL working well ? are they working well together ? what have you done ("installed") and what has not gone as in the doc ? and so on.
I'm sorry, I don't know IIS.
