Step 7 - "URL not found" - Tried everything... almost

I skipped step 6 because I don't know anything about PHPMyAdmin, and if all I'm trying to do in step 7 is open the index.php page in a browser window shouldn't it work without step 6?

I placed a helloworld.html page in the same directory that the index.php is located, and I was able to open that. So I know my file path is correct. Could anybody give me some advice on how to get past step 7? Or at least offer some suggestions on what the problem might be.

Isn't Step 6 where you set up your database? Do you have a database set up?

No I do not have a database setup.

Hello,

CMSms is PHP-MySQL software. Its installation guide states clearly that a supported database is a requirement.
