Can someone tell me how i get the news item to open in a new page at the moment my news item is part of the template so is available from any page if a user clicks the news item it displays with the current heading of the page instead of a clean page.

You need to create a separate page with the {news} tag in it - it doesn't have to show in the menu (you can deselect that in the Options tab of the page).
