Need help with a CMS

I need to know which cms i can use to do something like myspace. for example i want to know how for people to insert a file like a music file to upload it and it will show up in my site in the next few minutes or something like that please can someone tell me how to it, and i need to know how to do it thank you

What do you mean with blank index file? index.php or what? Are you new to CMSms or new to Uploads module? Have you read Uploads module help?
