Changes made to pages and templates don't "take"

Hi.

Running the latest version of CMSMS, I have a really weird problem. I am making changes in the admin and saving them, but when I refresh they do not appear on the live site. This happens with pages, templates, and global content blocks.

If I re-open the page in the admin section, my changes are still there. however they do not appear on the user side.

Is this a DB problem? Is there some setting that's messed up? Is it a server issue?
I'm so perplexed and this site was supposed to go live weeks ago.

Try clear cache in Site admin >> Global settings
