Admin Panel Icons

When I log in as the admin to my site I have teh menu options at top and a list of buttons to select from to go and add pages etc.

However sometimes when my editor's log in, the get the menu at the top and then a bunch of blue text to the right that looks like it should be part of the buttons and page layout?


How do I get it so it always displays the style and template for the editor's panel?
