Is there any menu manager or is it possible to add imagebuttons to menu from admin panel. It would be more flexible if in menu manager you can choose for image or write a menu text. That image menu tutorial under the themes isn't not so good solution for my site.

Sorry if this isn't much help, but here goes:
in your CSS for your Menu, use a background color with a background image maybe add a "float: left;" if you want the image to the left of the text, and make sure there is no repeat, and you'll have to "pad left" your text enough to allow space for the image
Aside from that, (To the CMSMS Gurus and managers) there used to be a link here somewhere (i can't find it anymore) that had some tutorials on designing your CMSms, with one tutorial for image buttons that might have been more help.
