I have the following question, but don't know from where to start:

I don't if there is already such a module, but how can I make the following:

for a website (a bit news-style/publications-style website) I want to establish a scheme, in which one user creates pages, while another approves them. Unless the page is approved, it cannot be accessed publicly via web.

Is there anything like this as a module?
