That is a plugin which must be copied to /plugin folder ...

after copying the function to the directory Cyberman mentioned, it is visible under the "Extensions -> Tags". By clicking on the tag (or the field HELP on the right), you'll see the way you have to use it, and the available parameters you can use, f.e. the directory it needs to look for the images for rotating.
