ideas for a special cms system

hi

i have a question for you all
and i need your opinion

i have to do a new project
and i dont know the right solution for it
so i start a thread to discuss this if someone has time for this

description:
-i need a cms system which it has just private part
-i have some private users
-other people cannot log in
-the users must become some news and datas which are specific for that user not for all
-the user can be upload and download some files from the private area, and also can send some mails and reviews and messages for administrator

i think thats all the main part

any ideea is welcome
