I have this issue on four different platforms - two WinXp, PHP4.4.4, MySql4.1, CMDMS 1.02, one system with Win2003, same PHP, MySQL and CMSMS 1.04 and the last with Linux, PHP 5.01, MySQl 5.x and CMSMS 1.04
In all cases, when I am in the Admin section, regardless of what function I am doing, the CSS fails to bind every other page refresh. Next time the page is refreshed, the CSS binds.
Why?

I think this is caused by a server that is slow or running low on memory.
The Admin Panel uses PHP to load the CSS style sheet to allow theming. I'm sure there is a way to mod the admin panel to just load the CSS directly which should fix this problem (as long as you don't want to use other Admin themes).

I experience the same annoying issue. 
It only happens when I access the back-end site through a slow (corporate) network, not from a fast (home) Internet connection.
Does anybody know how it could be solved?
