Ho do I make files writable in Windows

Hello,

I am installing the cms, but I am getting the following error.  While I unsterand the chmod command, I am actually installing this on a local XP machine and I am unsure about how I can set the files as writable in xp.  Can someone advise on how to fix this problem please.

The following directories must be writable by the web server:
tmp/cache
tmp/templates_c


Please correct by executing:
chmod 777 tmp/cache
chmod 777 tmp/templates_c
or the equivilent for your platform before continuing
