Admin Error after install

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

There is an open_basedir restriction in effect.
This will have to be disabled too (or configured so that include.php is within the allowed path(s)).
