Error on step 5 of installation

[rmfred]

Attempting to install version 1.0.4.
Installing on web host name = webhost4life.com which is a windows hosting plan
Running a testphp file returns the host is running php version 5.2.0

If additional background info is needed please let me know... I don't know what info I should be supplying to help troubleshoot

Steps 1 - 4 of installation went fine... no errors
After clicking continue following step 4 I receive the following:

Clearing site cache (if any)...[done]

E-mailing admin account information...[done]

If I don't remove that file... says site is down for maintenance. If I remove the file I get the following errors:

Hmmm... seems like changing the permissions for IUSR_blah for the tmp directory to write does the trick?
