Cannot copy CMS files from live site 'block.cms_markdown' file in use

Windows box - ver 1.0.4

When I try to copy the CMS files I get an error 'cannot copy file in use - please close program and try again'

Seems to be here

lib/smarty/plugins/block.cms_markdown.php

Can anyone tell me what this file does? Is this a new file for the latest release? I have never had this error before.

Any ideas?
