in your calling of the first form is a set. These are placed directly behind each other. Delete them and the footer is placed correctly. See a snap of the code below:

what do you spcifically notice? I see no obvious difference between the html and the CMSMS version, at least in IE6. If you notice some (unwanted) behaviour in IE7, there are some posts, concerning the change in css-behaviour of IE7 .
