How to build a Collection of documents available online?

I working on a project for an NGO which want to provide public access to members research documents.

They want a system like with specifications listed bellow :

* documents organized by category
* when enter a category, all the documents of this category are listed
* when click on a document title (link), the visitor will be directed on a page where he can see description of the document and a link to download it

How can I do this using CMSMS?

The NEWS module could be used for this.  Not exactly its intended purpose, but it has categories, the ability to view a summary, and it can include links to other files.
