Upgrade didnt work!?

I ran the update on my .13 CMS site:

I copied the overwrote the current files.
Then I went to my site path /install/upgrade.php
Ran through the steps and the only notice I saw was manually remove the "Site Down for Maintenance" page from the cache.
Ran the update with no errors and clicked to view updated pages and a blank page come up. (It was the "Site Down" page but nothing showed b/c I deleted it)


What went wrong? I need to upgrade for users who have IE7. Thanks MJD

Did you go to Site Admin » Global Settings and clear the cache?...
