vertical navigation problems

At the moment my school has a static website here: http://www.st-edmunds.com
We are in the process of moving it over to the cms here: http://www.st-edmunds.com/cms/

The problem I am having is trying to recreate the menu as exactly the same.

On the top level, there are a list of links in a bullet point list. When someone clicks on say information, the links on the left hand menu change to the links within the information section. Although information is a level 1 page, how can i get it so that only its children appear? how does this work for the home page where there are no children?
