is there a way to restrict calendar and news category tab?

For questions and problems with the CMS core. This board is NOT for any 3rd party modules, addons, PHP scripts or anything NOT distributed with the CMS made simple package itself.

is there a way to restrict calendar and news category tab?

i don't want restricted users adding categories.  it seems that the category tab is there even for the most restricted user as long as the 'modify calendar' option is checked.

also.  is there a way to make is so a user can only select certain categories?  or check a certain category  by default for specific users?
