A funky voting system

I could really use a combination of a poll/blog module that works something like this.

Admins create a poll that may or may not have any options
Users can add options to the poll (which counts as a vote)
  and add comments to an option, or to somebody else's comments. 
Only admin's can delete comments.
The options are sorted by descending votes.
Admins have the ability to make it a fixed poll (user's can't add options), an open poll to disallow comments, or to allow comments, and maybe later an expiry date.
Admin's have the ability to delete options from the poll.

there may or may not be any limtis on the voting, but for now there doesn't need to be.

This is to be used for a type of automatic priority mechanism so that things can bubble up on the priority list the more attention they get from users and they can post  comments on the specific option that they have added to the poll, and other users can respond to that in a kind of blog style.  We intend to use it for a feature request list, etc, etc..

Is there a package out there that will do this kind of thing (I'd just embed it into my site).  Or do Ihave to do this from scratch?

Just found a php class for polls.  Maybe it can be used?

Yes, this is a fine poll system. Would be nice to have this as a CMSMS module.
