How to upgrade from CMSMS 0.13 to 1.0?

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

Should I upload all files to replace old one?

Yes, make sure you have a database backup and latest module versions installed.
After uploading run install/upgrade.php
And remove the installation folder when all is done
