Unable to install 2.2.16

Hello. I'm trying to install 2.2.16 and i have a trouble on first step. When i click on the button "next", the page reloads and I get to the first step again.
Nothing else is happening. The expanded installer behaves the same way. What's wrong?

A few things to try:
-make sure your host has phar enabled
-try a different PHP version, even if you're already using a supported version. (e.g., try 7.4 instead of 7.1, etc)
-temporarily disable opcache
-see the readme.txt for enabling debug mode, make sure to do it in a clean/incognito browser session
-check or temporarily remove any .htaccess rules in or above the install directory

If you still can't get it to work, try 2.2.15 or another earlier version as a test, that will help us narrow down if it's a recent change causing the issue or not. You may wish to join us in Slack to get more realtime-ish help as you troubleshoot.

If you still insist on using FTP (such as filezilla) and ensure that you transfer ALL files in binary mode.
