2.2.15 to 2.2.16 diff?

Hello folks,
Will there be a 2.2.15 to 2.2.16 diff download/install option? I thought this was a minor change without database schema changes, or am I wrong? Or diffs are not released anymore?

diffs were a thing in the 1.x series, but since 2.x uses a phar installer they're not included anymore.

Looks like 2.2.16 does not work with clean install.
It can be use to upgrade from 2.2.15 to 2.2.16 but clean install does not create config file.

I would suspect something on your system is preventing it - security software or similar. If you can disable any antivirus, firewall (mod_security) or similar and still have the issue, then please share your system information so we can try to recreate it.

Problem is solved. I disable Mod_security.
