Stylesheets not showing in new installation of 2.2.10

Hi all,
I am new to CMSMS and am checking it out to see if it will fit the site I am planning on building.
Everything looks great and I am so far very impressed
However, despite trying a new clean install the Stylesheet section of the Design Manager does not show any stylesheets or any options to add them.
All the other sections of the design manager appear to work fine and the sample pages are rendering correctly, so the CSS is being applied.
Anyone come across this before and can tell me where I am going wrong.

CMSMS version is 2.2.10 installed on an Apache server running PHP 7.1.

Thanks to all for viewing this, but I have solved the issue through my ISP.
I noticed from other posts that mod_security can give problems and they checked it and resolved the issue without turning it off.
