Manage permissions given in item "Modify Site Preferences"

The backend item "group permission" >> "Modify Site Preferences" opens the user of a goup the option to see and manage this Site admin items:
- Module Manager
- Settings - Content Manager
- Settings - Design Manager
- Settings - Global Settings
- Settings - News module
- System Maintenance
- System Information
- System Verification
- Admin Log
- ...

I am looking for a way to give a new group a permission to manage some of this items only. How is this possible. Maybe direcghtly on database?

That is not possible, all is hardcoded...

You could try using CSS to hide the buttons though, but it is not secure. Depends on what you are trying to do.
