And can you please do a test & create a user & go into your permissions & check to make sure the "manage" one is there?

Make sure to clear the cmsms cache manually, as in via the file system. A bug (that's now been fixed) has caused some issues with cache clearing in 2.1.4.
Also confirm the browser cache has been cleared, and try a different browser.
I never suggested starting the site from scratch.
I suggested the admin access as a temporary workaround. I don't care if it's "fair" to you, I'm just trying to help you get past a problem that YOU have and nobody on the Dev Team can recreate. It's possible you've unearthed a bug in a very specific upgrade path, or just something unique to your environment. I'm working with very little information and so far nobody else has reported this problem.
Another option may be to create a new account for him, see if it's a corrupt setting somewhere.
There's also the chance of browser plugin issues, and a host of other things that could be causing it. The trick is to narrow it down: is it missing for just his account? Just on his computer? Just a particular browser? etc.

Upon further inspection it looks like there is a valid bug related to the stylesheet permissions when upgrading from older versions. It's being addressed as we speak.
Options are to sit tight for the patch, or use the full admin permissions temporarily.

SEOTools2 is something he can't see either & he has everything checked off except for users & groups.
We see it's stale, is there another SEO tool? We need to do a sitemap.
