disable refresh of content/design list not honoured

Hi
after a phar upgrade from 1.12.2 to 2.1.4 I set the locking and refresh value for both design and content manager to 0. I then logged out, and back in. manually deleted cache (template_c + cache directory) as well. Logged out and in again. long story short, I cannot get CMSMS to not refresh the Content Manager (and Design manager) page. the Content Manager is set to expand all, list 500 pages, not show edit button, and use menu instead of title.

i need to bulk select lots of pages to assign new designs/templates, but the refresh keeps unticking the boxes i just ticked :)

this must be a javascript routine, so I also tried a few CTRL f5 for good measure. no luck. any idea what i could try (apart from hacking that file)?

Some changes to the content list refresh have been made for 2.2, it should improve/resolve this.
