Test an Upgrade from installer rev 172 + rev 10020
I see that in module manager : Navigator is not installed ,
I can not install it I have a message "Template Type with the same name already exists"
If I uninstall MenuManager
and try to install Navigator same message

This has now been tested at least four or five times.
I tested it myself today. Navigator was installed properly after upgrade.
