When using {Navigator start_page="$page_alias" show_root_siblings="1"} in a template, the menu displays all siblings elements of the current page, but also displays the parent element, which is not the expected behavior.
I tested the same code (with menu instead of Navigator of course) on a 1.11.13, it works as expected.
