Only solution that helped me is to install it manually. This problem is also reported as a bug by the way here:

I saw the same problem with 1.11.13 (and earlier):
... and fixed by renaming modules/JQueryTools, manually installing an old .xls from the forge possibly, 1.2.6, and then letting Module Manager bring it up-to-date (1.3.4).
Admin is under https with a non-default directory name.
