Am I to understand correctly that we can use redirect code to go to say, blah.com/mobile, but to have the same features as the cms website, we will have to upload a new cms in the /mobile folder, then make changes to both files?
I know the other option is responsive site, I was just curious about the redirect. If I am wrong, what is a better solution? Thank you for your time!

Yes you can redirect but you wouldn't need another instance of CMSMS, you would just have a mobile set of pages - probably using a different template.
But don't duplicate content, use responsive design as you mentioned. Better in my, and Google's, opinion.

Would I just mobile redirect to the blah.com/index.php?page=mobilehome?
I have built a parallax site that I used content aliases to jump from section to section, but it is basically one big page. It should be responsive. I will work on this more. Thank you!
