How to give an access to the files for each FrontEnd users?

How to give an access to the file for each user in FEU? So, weekly admin must upload a file, an user recieves an email, then logins in his personal account and downloads the file.
I installed:

FrontEndUsers 1.25.1
CGExtensions 1.44.3
CustomContent 1.10

There are at least two modules that manage files with some FEU options IIRC:
- Uploads;
- DownloadManager;
