I want implement a responsive photo gallery with the feasibility for FEU to add photos and comment photos.
What gallery is the best for this requirements?
Album, showtime or Gallery?

To make a 'gallery' that is responsive it doesn't matter which module you use it is the script running the 'gallery' that determines if it is responsive, I use the cycle 2 plugin for those...
As far as FEU uploading images to a 'gallery' you would need to install the "Uploads" module which you can use to make the 'gallery' as seen in the link below, this site has an admin group which when logged in can upload images into specific categories which you see as Hall, Community, Equipment, the gallery is all done in Uploads...
