I am guessing that the cmsms web site is running on cmsms.
But what does this forum site use?
I want to add a forum just like this one to my cmsms site, and I was wondering what cmsms itself is running on that it integrates so well.

This site is using phpBB.
Integration of CMSMS parts is not a big thing. You have to create only some pages which are not shown in menu but contain the parts of CMSMS you want to show on third party software. After that you have to modify the templates of third party software (forum, shop and so on) so the CMSMS parts are be read (with curl or similar techniques).

I saw that and couldn't figure out how to get it to work, and quickly realized it wasn't the whole system that phpbbs is.

JM_Forum is a fork of the original Forum Made Simple, and pretty much works the same as the original did. The help is there on the same place as it was on the original and up to date.
It is active and there is already a svn version compatible with the upcoming CMSMS 2.0.

To be honest I don't quite get you you guys are implying... with a forge hosting over 500 projects, with the implications typical of any repository (meaning the Dev Team doesn't have atm the means to review every one of them), I think there is a respectable number of modules and plugins, even if not all aspects are covered by them.
