Fatal error: Class 'Smarty_CMS' not found [RESOLVED]

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

SIMPLE MISTAKE - config root was set wrong! Delete if applicable!

Hey guys, trying to upgrade, i had a previous installation but moved servers, migrated everything as needed and got this error :

Fatal error: Class 'Smarty_CMS' not found in /home/sworguk/public_html/lib/classes/class.CmsApp.php on line 394

I then tried to upgrade and recieved the same error, any fixes?
