DTD Version mismatch, cannot import

what do these warning/error messeges mean ???

Theme Manager

You're probably running in safe mode, and I guess the theme manager doesn't like that.

not me, someone else who was trying to import one of my templates....
had to just give him copy/pasted all files version...
and the whole run down on how to use them, i'm sure it made it very slow for them...

so how to fix/change to unsafe mode?
