upgrade from 1.11.9 to 1.11.10

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

I experienced this same error with a clean install of 1.11.10 on a server with PHP 5.2.17. If 5.3 is needed that's fine, and I'll ask them to update it, but I was under the impression 5.2 was still ok for the 1.11 branch.

Minimum 5.2.4.
However it depends also on the 3rd party modules you have installed. Latest versions of Calguy's require 5.3 and some other modules from other developers.

Are any of the modules that come with it regarded as 3rd party, as it was just the 1.11.10-english.tar.gz untarred and installed on the server with the sample content.

No.
The problem with this kind of issue is, usually, people not being able to provide enough data so that the developers can, at least, try to replicate the problem. Specially if a supposedly simple upgrade in PHP versions can solve the issue, with clear benefits. The best solution is undoubtedly to upgrade PHP.
