I have used CMSMS in the past (old job a few years ago) and am now back to a job where I can once again use it. I have installed it (version 1.11.10) and when I make a small change to a style sheet (like change a color) and save the change, when I view the site all I get is a few lines of text like this:

Site name in bold
Site name in larger font that is a link

Navigation
If I wait a few minutes (without making any other changes or doing anything else at all) the site will come back up and load fine. The changes I've made will be there and it all looks good.
Here is what I'm doing. I'm using the CSSMenu top +2 columns template as my template. I've not loaded any additional modules besides what comes with the download. I am making changes to the colors and layout in the style sheets associated with the template. Just thinks like colors.
The admin area continues to work fine, I've not had any problems with that area. I make my change, click apply and it saves the changes. No errors come up.
After I make and save the change I go to another browser window and click refresh. The above described happens every time. Sometimes if I hit refresh again the page will then load and all is well. Other times it takes several minutes for the page to load correctly.
I've cleared my cache, tried other browsers. Closed my browsers and re opened them. I've even rebooted my computer. I've also viewed the site on another computer. The problem appears each time.
I've been dealing with this for the past 2 days and finally thought I would ask here if anyone might have seen this before and/or know what I can do to fix it. Below is my full version and system information from the admin area.

Check these settings in the Site Admin Global Settings and see if it helps:
Allow Browser to Cache Pages: No
Browser Cache Expiry Period: 0
Enable Smarty Caching: No
Try clearing the CMS's cache under system maintenance
If those changes don't make a difference maybe the server has some aggressive server-side caching enabled.

Thanks for the suggestions. I have checked these settings. All were set as you had suggested except the Browser cache expiry. It was set to 60 minutes. I have changed this to 0 and will test to see if this helps.

Any luck with these changes? I am having the same issue. Site refuses to load after any change no matter how minor. Wait a couple minutes and it seems to work.
Also found that if I close my browser altogether, immediately open the browser again and then go the the site, voila.. it works as normal. Doesn't matter which browser.
I changed the settings as suggested above, issue remains.
If I find a solution I'll post it here.

No solution found yet. I've put this project on a back burner for now since I have a lot of other things on my plate but I still have this issue. It seems mostly associated to when I make a change to a template.

Having the exact same issue. After I make a change to a page through editing it's content and then saving, upon refreshing the front end it takes a few minutes to load up anything. When it eventually does the page is loaded but nothing in the <head></head> part is visible when viewing source.

You may want to check to make sure the server local is set correctly...
