Migration: "The requested URL was not found on this server."

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

I'm trying to migrate (clone) legacy CMSMS site from client's old production server to development server, and thanks to some help databases etc. should be ok now. However I'm getting "Not Found
- The requested URL was not found on this server." no matter what I try currently. What could be the reason and how could I debug this?

There are no errors in the logs about this (that I could find; the hosting is by webfaction and I have checked their info about logging).
