Help with specialized module functions

I'm asked to give a quote on a new site with some specialized module functions outside the realms of my expertise.

The client ask for these functions:

Visitors can subscribe to a newsletter selecting one or several categories of interest.
Admin create a new article with one or several tags/categories selected (News/CGBlog?)
An automatic email is sent to subscribers of the tags/categories selected in the article notifying the subscribers of new content on the website matching their area of interest.

Visitors can sign on for upcoming events and workshops. (Calendar/Form Builder?)
Automatic removal of an event or workshop sign on, when participants are full (Hence admin can set upper limits for participants at each event or workshop) or a least flagging the event.

Maybe also some help to:
JQuery Content Carousel with text, images and videos.
Newsletter archive
Responsive functions.
