Well, replacing the {stylesheet} tags with {cms_stylesheet} didn't fix the error I get when I try to upgrade to 1.11.7. I still get the error:

OK, at this point i have to admit that the only things I can think of as being a problem have to do with config.php file having hard-coded paths, or a misconfigurd .htaccess, or a problem with php.ini.

you could {* comment *} all calls to modules in your template and, if that works, uncomment one by one. that may lead to a module, then check template of that module.
i believe there was also an announcement relating to names of global content blocks, not allowing certain characters anymore.
my cmsms is half-broken, any error results in content encoding error, so i wouldnt know how error messages to ill-named GCB or poor smarty syntax look like these days.

Thank you for all your suggestions. I will definitely give them a try.
For the moment I'm going to have to take a break from trying to upgrade to 1.11.7. This is Vacation Bible School this week at church and I cannot have the web server going up and down as I try different upgrades.
I will get back to this in another week or so.

The best way to do an upgrade and keep the site up is to copy it into a sub-folder, copy folders/files over to site.com/subfolder, copy DB into new one, attach DB to new sub site, make sure all works as should, upgrade sub site...

Thanks for all your help! I finally got the upgrade to complete. The remaining install problems were all within the defalt php.ini file that my web host provided for PHP 5.3: I had to update the session.save_path and it had many syntax errors due to some weird word wrapping it had done to the text. That is now all cleaned up, the install completed fine. I get no more php errors.
I am now getting errors using when CMSMS 1.11.7 but will post them in another thread.
