I have a bug regarding non-active pages. When "Adding New Content", the Parent dropdown combo lists all other pages except non-active ones. This used to work in 1.10.3.
I submitted a bug report http://dev.cmsmadesimple.org/bug/view/8936, but Calguy1000 keeps saying that it works on his side.
I made 2 fresh installs, on my computer and on a server. With new database. With no extra modules. Still the bug is there.
Would some poeple here be sooo kind to test it on their 1.11.4 installation (or on upgrade to 1.11.4) or even make a fresh install from latest official release (took me about 15min) ?
1. download from http://www.cmsmadesimple.org/downloads/
2. install in new database
3. In admin, go to Content >> Pages
4. (optional) Suppress all pages except first one (there must be one left - expand all pages, check box on top right corner, unckeck first page, suppress command on bottom right)
5. Add New Content , content type: Content -> submit
6. uncheck 'Active' for that page
7. Add New Content, dropdown Parent list : inactive page does not appear. -> Cancel
8. check 'Active' for that page
9. Add New Content, dropdown Parent list : all pages appear.

I checked this on a 1.11.4 site. When I leave all pages active I can add a new page or edit a page and I can select any of the other pages as the parent.
When I make page "E7" inactive, I then add a new page and click the parent drop down, E7 no longer appears as an option. Same when I edit a page - E7 no longer appears in the parent drop down.
So I confirm what you are seeing.
