I don't know if the way I have done it is the "appropriate" one, but it has worked for me many times (provided both servers are linux and have cPanel, and you are just moving the CMSMS site from one host to another).
On your OLD server/hosting account
1. go to cPanel/backups
2. Download a Home Directory Backup
3. Download a MySQL Database Backup
(save on your local computer)
On the NEW server/hosting account
1. go to cPanel/backups
2. under "Restore a Home Directory Backup" choose tar/zip file you downloaded, and click upload
3. under "Restore a MySQL Database" again, choose tar/zip file and click upload
4. go to cPanel/MySQL Database
5. create the *exact* same db username + password
6. reassign the user to the db where it says "Add User To Database"
Anyways, several steps, but it has worked for me... at least up to now I haven't had any issues. Hope this helps.
I guess the other option would be to just generate a FULL BACKUP and have your new host restore from this fullbackup file... alot faster that way!
