Blank login page after upgrade to 1.11.3

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

Blank login page after upgrade to 1.11.3

Upgrading from 1.11.2.1 to 1.11.3 results in a blank login page. Impossible to get access to the admin area. The site seems to run fine though.
Any ideas?

How about Module and Server Info? PHP Error log?
